Facility Condition Surveys

Facility Condition Survey is conducted by a team of PPMD personnel to gather information on the physical condition of a facility, identify needs for development of the National Oceanic and Atmospheric Administration's Capital Improvement Program, identify maintenance needs to establish a priority for corrective action by the facility and identify special environmental needs requiring additional survey effort for funding.

Who Makes up the Survey Team?

Supporting PPMD determines survey team make-up to match a specific facilities physical plant.
Basic survey team composed of:
  • Architect
  • Civil Engineer
  • Structural Engineer
  • Electrical Engineer
  • Mechanical Engineer

Other disciplines added at the discretion of the supporting PPMD, such as, Environmental Engineer, Systems Engineer, etc.

How is the Survey Conducted?

Prior to the site visit, the team gathers all information pertinent to the specific facility, such as:

  • Building plans and drawings
  • Any studies or reports prepared for the facility
  • Identification of any specific problem areas
  • Deficiency listing as identified by the PPMD or the facility
  • Any photos of current facility conditions

Site visit to the facility by the team consists of:

  • Entrance interview to explain nature of survey
  • Actual survey of the facility
  • Exit interview to explain survey findings

A comprehensive report of the survey and associated findings is completed containing:

  • Executive Summary
  • Summary of each specialities findings and recommendations
  • Raw data completed during the survey

What is Done with the Information?

A draft report of findings and recommendations is supplied to the facility Director, the NOAA Office of Finance Administration, and any other interested party. Comments on the draft report are returned to the preparer for resolution.

The completed report is then supplied to:

  • NOAA Office of Finance Administration for prioritizing of projects into the NOAA Facilities Maintenance Reporting System Program
  • Facility Director for prioritizing maintenance projects into the facilities program budget
  • Supporting PPMD office to provide technical assistance to accomplish project and program needs
