HANDBOOK OF PRIVACY ACT ADMINISTRATION

SECTION 1.  PURPOSE.

This Order provides for the issuance and maintenance of the Department of Commerce Handbook of Privacy Act Administration (the Handbook).  The Handbook prescribes Departmentwide policy, procedures, and responsibilities for the administration of an effective privacy protection program.

SECTION 2.  AUTHORITY.

The Assistant Secretary for Administration is required by 15 CFR 4b.1 to issue such Orders and directives internal to the Department as are necessary for full compliance with the Privacy Act of 1974.

SECTION 3.  SCOPE.

The Handbook supplements Department rules (15 CFR 4b) by prescribing detailed policy, procedures, and responsibilities, for implementing the Privacy Act of 1974, Department rules and guidance from the Office of Management and Budget.

SECTION 4.  STATUS AND APPLICABILITY.

.01 The Handbook shall have the status and effect of a Department Administrative Order.

.02 Provisions of the Handbook shall apply to all organizational units of the Department, and shall be followed by employees at all levels.

SECTION 5.  ISSUANCE.

.01 The Director, Office of Management and Organization (OMO), is responsible for the preparation, issuance, and maintenance of the Handbook in accordance with DAO 200-3, and for interpretation of its policy, procedures, and responsibilities.  The Office of Inspector General will review the Handbook prior to final approval by the Assistant Secretary for Administration and issuance.

.02 The Handbook will be issued in loose-leaf form for more convenient updating, or special distribution of selected parts.

.03 Transmittal sheets will accompany all issuances of the Handbook to identify the material being released and provide other information.  Transmittal sheets will be numbered sequentially so that holders of the Handbook can verify that all issuances are received and information is current.

SECTION 6.  DISTRIBUTION.

.01 Heads of Departmental of fices and operating units shall submit their distribution requirements for the Handbook to the Director, OMO in accordance with instructions that the Director will provide.  (NOAA will also respond for the Administrative Support-Centers.)

.02 All Handbook issuances will be sent to a central of ficial/unit designated by each organizational unit when responding to paragraph .01, above.  That official/unit wilt be responsible for internal distribution and control of Handbook issuances to the unit.

SECTION 7.  EFFECT ON OTHER ORDERS.

.01 This Order supersedes Department Administrative Order 205-15 of September 7, 1975, as amended.

.02 As the Handbook and later changes are issued, certain DAOs may be affected.  If so, the transmittal sheet accompanying the issuance will list these DAOs and describe the affects.
