Financial Reporting Division

The Financial Reporting Division (FRD) maintains and analyzes the general ledger and associated subsidiary records needed to record, control, report, and monitor the financial resources, assets, liabilities, costs, obligations, and income for which NOAA is accountable. It prepares internal and external reports, including audited financial statements, which meet statutory and regulatory requirements. The Division maintains liaison with NOAA managers, counterpoints in the Department of Commerce, contract and Office of the Inspector General auditors, and other Departments and agencies and advises NOAA's senior managers on financial management principles and practices to assist them in decision making processes. It establishes and assures the adequacy of financial controls and assists with preparing fluctuation analyses and internal control reviews. It maintains and controls labor cost accounting for all of NOAA. The Division coordinates the monthly, quarterly, and year-end financial system closing schedule. It also performs the same type of cross-servicing activities to other Department of Commerce bureaus on a reimbursable basis.

Financial Statements Branch

The Financial Statements Branch (FSB) maintains and analyzes the U.S. Standard General Ledger and associated subsidiary records needed to record, control, report, and monitor the budgetary resources, assets, liabilities, costs, obligations, and income for which NOAA is accountable. It prepares internal and external accounting and financial reports, including audited financial statements required by the Chief Financial Officer's Act and other related Acts which meet statutory and regulatory requirements. The Branch maintains liaison with Department of Commerce counterparts, the Office of the Inspector General and contract auditors, Department of the Treasury, NOAA’s Line/Staff Offices, Cross-Serviced agencies, and others regarding Construction Work-In-Process (CWIP), Personal and Real Property, and financial management and reporting. The Branch is responsible for ensuring compliance with accounting standards and policies established by NOAA, Department of Commerce, the Office of Management and Budget, the General Accounting Office, the Federal Accounting Standards Advisory Board, and other regulatory agencies. It is also responsible to transmit to the Department of Commerce the Expanded Trial Balances of every NOAA appropriation/fund, coordinate fluctuation analyses that are material in nature, and provide footnotes and other materials that are required as part of the Department’s consolidated financial statements.

Funds Management Branch

The Funds Management Branch (FMB) maintains control of input to the accounting system. It reconciles, controls, and reports all transactions affecting NOAA's general ledger and Department of the Treasury cash account balances. The Branch determines subsequent actions to be taken on problematic transactions and forwards to other offices or organizations for correction. The Branch coordinates input of Summary Level Transfers (SLTs) and summary level cost adjustment interfaces. It performs labor cost accounting for NOAA and processes all labor interfaces from the National Finance Center and the Coast Guard into the accounting system. The Branch maintains liaison with the Department of the Treasury, NOAA Line/Staff Offices, and others regarding accounting transactions and labor cost processing.

General Ledger Reporting Branch

The General Ledger Reporting Branch (GLRB) manages the preparation of reports on NOAA's financial data and accounting operations relative to funds management for all of NOAA’s funds, including general, special/trust and revolving funds and cross-servicing activities to the Bureau of Industry and Security (BIS) and the Economic Development Administration (EDA); although to exclude any Credit Reform and Loan-related Appropriations. Such funds management includes analysis and maintenance of general ledger controls for financial data. It maintains control of financial reports and accounting operations relating to funds management by reconciling, controlling, and reporting transactions affecting NOAA's subsidiary and general ledgers. The Branch prepares internal and external accounting and financial reports which meet statutory and regulatory requirements (i.e., Reports on Budget Execution and Treasury’s GTAS). The Branch provides liaison with the NOAA program offices for day-to-day operational accounting procedures, guidance, and reports. It maintains liaison with the Department of the Treasury, NOAA Line/Staff Offices, and other counterparts regarding accounting transaction processing and funds management. The Branch helps ensure compliance with Federal accounting standards and policies of NOAA, the Department of Commerce, the Office of Management and Budget, the General Accounting Office, the Federal Accounting Standards Advisory Board, and other regulatory agencies. The Branch establishes and maintains controls which include establishing opening cash balances and providing for the recordation and reconciliation of warrants, sequestrations, rescissions, apportionments, allotments, transfers, reclassifications, and other miscellaneous documents impacting funds control.

Operations andMaintenance/Credit Reform Branch

The Operations and Maintenance/Credit Reform Branch manages the preparation of reports on NOAA's financial data and accounting operations relative to funds management specifically for NOAA's Credit Reform and Other Loan-related Appropriations. The Branch provides the same services for the Economic Development Administration (EDA) Credit Reform loan funds. Such funds management includes analysis and maintenance of general ledger controls for financial data. It maintains control of financial reports and accounting operations relating to funds management by reconciling, controlling, and reporting transactions affecting NOAA's subsidiary and general ledgers. The Branch prepares internal and external accounting and financial reports which meet statutory and regulatory requirements (i.e., Reports on Budget Execution and Treasury's GTAS). The Branch provides liaison with the NOAA program offices for day-to-day operational accounting procedures, guidance, and reports. It maintains liaison with the Department of the Treasury, NOAA Line/Staff Offices, and other counterparts regarding accounting transaction processing and funds management.
