Financial Statements Branch
The
Financial Statements Branch maintains and analyzes the U.S. Standard General Ledger
and associated subsidiary records needed to record, control, report, and monitor the
budgetary resources, assets, liabilities, costs, obligations, and income for which NOAA is
accountable. It prepares internal and external
accounting and financial reports, including audited financial statements required by the
Chief Financial Officer's Act and other related Acts which meet statutory and regulatory
requirements. The Branch maintains liaison
with Department of Commerce counterparts, the Office of the Inspector General and contract
auditors, Department of the Treasury, NOAAs Line/Staff Offices, Cross-Serviced
agencies, and others regarding Construction Work-In-Process (CWIP), Personal and Real
Property, and financial management and reporting. The
Branch is responsible for ensuring compliance with accounting standards and policies
established by NOAA, Department of Commerce, the Office of Management and Budget, the
General Accounting Office, the Federal Accounting Standards Advisory Board, and other
regulatory agencies. It is also responsible to
transmit to the Department of Commerce the Expanded Trial Balances of every NOAA
appropriation/fund, coordinate fluctuation analyses that are material in nature, and
provide footnotes and other materials that are required as part of the Departments
consolidated
