The Financial and Administrative Services Division (FASD) performs planning, organization and management services for the NOAA Finance Office. FASD performs budget execution and formulation functions for the Finance Office including the generation of monthly execution reports and development and tracking of yearly spend plans. This budget execution/formulation function includes working closely with the NOAA Budget Office to address funding gaps and to analyze and work through monthly/quarterly variances. FASD is responsible for acquisition planning, processing, and contract administration services. This acquisition function includes developing and maintaining the Finance Office advanced acquisition plan, providing contract management support, coordinating with servicing acquisition divisions,and utilizing delegated procurement authority (DPA) for processing acquisitions for the CFO and Finance Office. The Division also performs financial analysis and supports the generation of financial reports to OMB including Exhibits 52 and 53 and OMB 300 reports. FASD provides facility management, property management, mail, human resources, and other administrative services for the Finance Office.

Administrative Services Branch
The Administrative Services Branch (ASB) provides office supply management, building access/security, space/facilities management, phones, equipment, GSA vehicles, travel, training, WebTA, human resources, mail and other administrative services essential to the operational efficiency of the Finance Office. ASB is responsible for property management functions, including Property Custodian, Property Accountability Officer, and Property Management Officer for the CFO and Finance Office. The branch also performs special projects/tasks, as assigned.
