Re-delegate signature authority
to National Ocean Service (NOS) office directors
for Federal Register notice entries that
are within the mission and assigned responsibilities
of their office. Routine notice entries include
notifying the public of restoration plans
intended to address injuries to natural resources
harmed by hazardous substance releases or
discharges of oil; announcement of public
and advisory council meetings and public
hearings; Coastal Non-Point Pollution Control
Program approval notices; notices of availability
of documents for public comments, and similar
notices.

RESERVED AUTHORITY:
|
The above delegations are
limited to non regulatory notices within
the mission and assigned responsibilities
of the office directors. Authority may not
be re-delegated below the office director
level. All significant FR notices (e.g.,
financial, precedent-setting, or NOS programmatic,
policy-setting or regulatory notices) will
continue to require signature at the NOS
AA/Deputy level or above.
