SECTION
1. PURPOSE.

This Order delegates authority to request and/or
approve proposals for obtaining advisory and assistance
services by contract.
SECTION
2. BACKGROUND.
.01 The Associate Deputy Secretary, assisted by a
Review Panel, has been designated to oversee the ongoing
operations of the system and to approve proposals above
the minimum dollar threshold ($25,000). Proposed contracts
submitted by NOAA for review and approval must be signed
by the Under Secretary for Oceans and Atmosphere or
his designee.

For proposals which are below the $25,000.00 threshold,
the Under Secretary or his designee may approve the
proposals.
SECTION
3. DELEGATION OF AUTHORITY.
.01 The Deputy Under Secretary for Oceans and Atmosphere
is hereby delegated the authority to approve all NOAA
requests for approval of advisory and assistance services
proposals above the minimum dollar threshold ($25,000),
as required by Section 5.04 of Department Administrative
Order 216-13, as amended.
.02 Authority to approve proposals of $25,000 or under
is delegated to Assistant Administrators and the Directors
of NOAA Staff Offices.

In accordance with Section 5.04 of DAO 216-13, all
actions $25,000 or under shall be endorsed by the
Director, Office of Administration, following review
by the servicing Procurement Division.

4. PROCEDURES.
Review, clearance and approval procedures will be
issued in ASC Letter 216-13.
