SECTION
1. PURPOSE.
This
Order supplements the policies and procedures prescribed
in Section 6 of the Department of Commerce
(DOC) Information Technology (IT) Management Handbook.
It prescribes the responsibilities and procedures within
the National Oceanic and Atmospheric Administration
(NOAA) for the IT Planning System.
SECTION
2. RESPONSIBILITIES/PROCEDURES.
.01 The
Director, Information Systems and Finance Office,
Office of Administration is responsible for
carrying out the IT planning functions DOC has assigned
to organizational units' Senior Officials for Information
Resources Management (IRM). These duties include the
approval of an annual IT Plan for submission to the
DOC Senior Official.
.02 The
Information Resources Management Staff, Information
Systems and Finance Office, Office of Administration is responsible for:
a. establishing and maintaining an internal planning
and management process for developing IT plans;
b. preparing, for the Senior Official's signature,
the call for Line and Staff Office submissions to the
NOAA IT Plan;
c. reviewing and approving the IT plan submissions
to ensure that they comply with policy guidelines as
well as proposing efficient and effective solutions
to information problems that coordinate with other
proposed solutions in NOAA;
d. preparing the comprehensive annual IT Plan for
submission to NOAA's Senior Official for IRM;
e. identifying opportunities and issues affecting
the cost-effective acquisition and use of IT resources,
and
f. appropriately disseminating NOAA's approved annual
IT Plan.
.03 Line
and Staff Office IT Coordinators, as defined
in NOAA Administrative Order (NAO) 212-1, are responsible
for:
a. submitting to the Information Resources Management
Staff, in response to NOAA's annual call for IT Plans,
their organization's annual updates of Previews, Management
Overviews, and Concept Studies;
b. reviewing Concept Studies prior to submission to
ensure that an efficient, effective, and unified IT
approach is being taken to accomplish the organization's
missions and objectives;
c. ensuring that each Concept Study identifies the
major milestones for the proposal, including the submission
of a Requirements Initiative; (After a Concept is approved,
the Requirements Initiative will provide a more detailed
description of the requirements than that given in
the general Concept Study. See NAO 212-7.)
d. maintaining copies of endorsed Concept Studies
for the period of time required by NOAA policy, and
e.
maintaining the names of project managers and authors
of Concept Studies.
