ADP AND TELECOMMUNICATIONS STANDARDS

SECTION
1. PURPOSE.
This
Order supplements the policies and procedures prescribed
in Section 12 of the Department of Commerce
(DOC) Information Technology (IT) Management Handbook.
It prescribes the responsibilities and procedures within
the National Oceanic and Atmosphe ric Administration
(NOAA) for the development and use of ADP and telecommunications
standards and describes how waivers from those standards
may be requested.
SECTION
2. RESPONSIBILITIES/PROCEDURES.
.01 The
Deputy Under Secretary is responsible for
designating the members of the Administrative and Financial
Systems Council.
.02 The
Director, Office of Administration is responsible
for chairing the Administrative and Financial Systems
Council.
.03 The
Heads of NOAA Line Offices, the Office of the Comptroller,
the Office of NOAA Corps Operations,
and the Office of Administration are responsible for
designating representatives for the Office Automation
Standards Committee.
.04 The
Administrative and Financial Systems Council is responsible for:
a. reviewing, approving, or disapproving actions proposed
by the Office Automation Standards Committee;
b. coordinating the use of DOC-wide systems within
NOAA;
c. reviewing and approving the development of NOAA-wide
administrative or financial systems; and
d. identifying areas where coordinated and focused
efforts could produce agency-wide benefits.
.05 The
Office Automation Standards Committee is responsible
for:
a. identifying the need for specific office automation
standards and developing proposed standards for Administrative
and Financial Systems Council (AFSC) approval;
b. identifying and recommending to the AFSC other
coordinated actions in the area of office automation
which could benefit NOAA;
c. serving as a technical advisor to the AFSC and
providing Line Office perspectives on proposed actions;
and
d. implementing, as appropriate, the decisions of
the AFSC.
.06 The
Information Systems and Finance Office, Office
of Administration is responsible for:
a. reviewing all NOAA requests for waivers from the
use of any Federal Standard or Federal Information
Processing Standard and submitting approved requests
to the DOC Office of Information Resources Management;
and
b. developing or coordinating the development of documentation
standards and formats and issuing these for NOAA use.
.07 The
Information Resources Management Staff, Information
Systems and Finance Office is responsible for:
a. the daily performance of the responsibilities detailed
in Section 2.06 of this Order for ADP standards; and
b. chairing the Office Automation Standards Committee.
.08 The
Telecommunications and ADP Security Branch, Systems
Division, Information Systems and Finance Office is responsible for the daily performance of the responsibilities
detailed in Section 2.06 of this Order for telecommunication
s standards.
.09 Line
and Staff Offices personnel are responsible
for:
a. implementing the standards policies contained in
Section 12 of the DOC IT Management Handbook and any
documentation standards issued by the Information Systems
and Finance Office, Office of Administration;
b. submitting requests for waivers from the use of
any ADP standard or requests for the development of
an ADP standard to the Information Resources Management
Staff; and
c. submitting requests for waivers from the use of
any telecommunications standard or requests for the
development of a telecommunications standard to the
Telecommunications and ADP Security Branch.
