NOAA SECURITY PROGRAM

SECTION 1. PURPOSE.

.01 This Order establishes a comprehensive NOAA Security Program for the National Oceanic and Atmospheric Administration (NOAA) and prescribes associated management responsibilities.

.02 The NOAA Security Program shall ensure the protection of NOAA assets and the integrity of NOAA operations worldwide.

SECTION 2. AUTHORITY.

This Order is an implementation of Department Administrative Order (DAO) 207-1, Security Programs, dated June 25, 1991. It complies with and implements numerous applicable Executive Orders and National Security Directives, statutes, interagency directives, Department Administrative Orders (DAO), and Department of Commerce (DOC) regulations involving security, counterintelligence, and threat management. Nothing in this Order supersedes these directives and regulations.

SECTION 3. APPLICABILITY/SCOPE.

.01 This Order covers all aspects of a viable security program. Any security regulations and procedures developed under the purview of the NOAA Security Program shall be versatile to adapt to technological changes, operational needs, and new directives or requirements.

.02 This Order applies to all officers, employees, and organizations within NOAA.

SECTION 4. RESPONSIBILITIES.

.01 The Director, Office of Administration is responsible for:

a. appointing a Security Officer to develop, direct, and administer a NOAA-wide security program;

b. developing and issuing NOAA-specific security policies and procedures to implement DOC security regulations and applicable interagency directives; (Such policies and procedures shall address security issues, vulnerabilities, and threats involving NOAA personnel, property, information, and operations.) and

c. coordinating security requirements with NOAA Staff and Line Office organizations to ensure effective communication and implementation.

.02 The authority to fulfill the responsibilities described in Section 4.01 of this Order is delegated through the Director,

Office of Procurement, Grants and Administrative Services Office, and the Chief, Facilities Management Division, to the NOAA Security Officer.

.03 The NOAA Security Officer (SO) shall:

a. develop, administer, and oversee a comprehensive program to address the security disciplines and areas described in DAO 207-1;

b. oversee and evaluate the subordinate security programs of NOAA organizations;

c. provide advice, assistance, and guidance to NOAA Assistant Security Officers (ASO) and SOs of the Administrative Support Centers (ASC);

d. administer active oversight and education programs within NOAA.

e. represent NOAA on intra-Agency and inter-Agency committees and working groups, and the Department of Commerce (DOC) Security Council; and

f. coordinate with the NOAA Information Systems and Finance Office on computer and telecommunications security matters.

.04 The Assistant Administrators shall:

a. ensure implementation of all aspects of the NOAA Security Program within their respective areas;

b. designate an ASO at certain subordinate organizations and field locations to act as points of contact for security matters and administer on-site security programs; (The designation of an ASO does not relieve an Assistant Administrator (AA) of his responsibility to ensure implementation of the NOAA Security Program.) and

c. provide adequate training and support to the designated ASO to ensure the implementation of NOAA Security Programs.

.05 The Directors of ASCs shall ensure that NOAA field locations are provided the necessary guidance, support, and service necessary to implement the NOAA Security Program and comply with security requirements.

.06 The ASO shall:

a. serve as the point of contact for security matters at his assigned facility or area of responsibility;

b. support his organization or function by performing administrative security-related duties in addition to his normally assigned responsibilities;

c. fulfill the responsibilities prescribed in Section 4.08 of DAO 207-1; (Such duties include issuing forms, coordinating security awareness and education efforts, reporting security incidents, maintaining liaison with local law enforcement, and issuing any necessary facility or office-specific security procedures.) and

d. respond to requests for security actions, services, and information from the NOAA SO.

.07 The SO, Office of NOAA Corps Operations, shall:

a. develop and administer a thorough security program to meet the specific and specialized operational needs of the NOAA Corps, in compliance with established DOC and NOAA security policies and procedures; and

b. coordinate with the NOAA SO, the ASC SOs, and with the DOC Office of Security as necessary in order to address security concerns of the NOAA Corps.

.08 The duties and responsibilities of the ASC SOs are described in DAO 207-1, Security Programs.

SECTION 5. EFFECT ON OTHER ISSUANCES.

None.
