PRIVACY ACT

SECTION 1. PURPOSE.

This Order provides the National Oceanic and Atmospheric Administration (NOAA) specific information concerning the administration of the Privacy Act.

SECTION 2. SCOPE.

.01 The provisions of this Order and the referenced Department of Commerce (DOC) Handbook of Privacy Act Administration shall apply to all NOAA organizations, and shall be followed by employees at all levels.

.02 The NOAA systems of records which have been approved under the Privacy Act procedures are listed in the attached exhibit to this Order. These are NOAA specific systems of records. The list does not include Department of Commerce, Office of Personnel Management, or other central agency systems of records which may apply to NOAA.

SECTION 3. REFERENCES.

SECTION 4. RESPONSIBILITIES.

.01 The Director, Office of Administration (OA), is the NOAA Privacy Act Officer.

.02 The Paperwork Management Branch (OA322), Office of Administration, assists the NOAA Privacy Act Officer in carrying out the responsibilities set forth in the DOC Handbook of Privacy Act Administration. Inquiries on Privacy Act matters should be directed to the Paperwork Management Branch (OA332).

.03 Systems Managers are responsible for overseeing the operation of and safeguarding the NOAA Privacy Act systems or records, as delineated in Part II, Section 11, page II-6, of the DOC Handbook of Privacy Act Administration.

SECTION 5. EFFECT ON OTHER ISSUANCES.

This Order supersedes NOAA Circular 75-82, Privacy Act Policy and Procedures, dated September 12, 1975; NOAA Circular 76-6, Transmission of Personnel Data Over the Federal Telecommunications System (FTS), dated January 14, 1976; NOAA Circular 76-9, Privacy Act Policy and Procedures, dated January 20, 1976; and NOAA Circular 78-1, Deletion of Names and Other Identifying Characteristics from Reading Files, dated January 3, 1978. All these circulars are filed as NDM 22-50.
