NOAA FINANCE HANDBOOK
SECTION 1. PURPOSE.
This Order reauthorizes the continuing development,
maintenance, and issuance of the National Oceanic and
Atmospheric Administration (NOAA) Finance Handbook.
SECTION 2. BACKGROUND/AUTHORITY.
.01 The NOAA Finance Handbook has been in continuous
existence since its inception in 1968. It was originally
published for the former U.S. Department of Commerce
Environmental Science Services Administration (ESSA)
as ESSA Handbook No. 6, Finance Handbook, under the
authority of ESSA Directives Manual System Chapter/
Section 34-01, Fiscal Administration (General). It
was later converted to NOAA Handbook No. 6, Finance
Handbook, under the authority of NOAA Directives Manual
System Chapter/Section 34-01, Fiscal Administration
(General), when ESSA was succeeded by NOAA.
.02 By authority of NOAA Administrative Order 200-101,
Abolishment of the NOAA Directives Manual System, dated
October 1, 1992, the final update of NOAA Directives
Manual System Chapter/Section 34-01, Fiscal Administration
(General), dated March 14, 1977, was rescinded.
SECTION 3. SCOPE/APPLICABILITY/STATUS.
.01 The NOAA Finance Handbook provides a reference
on fiscal and accounting subjects to NOAA management
and activities.
.02 The NOAA Finance Handbook applies to all NOAA
elements and shall have the same force, effect, and
authority as this Order.
.03 All information in the NOAA Finance Handbook conforms
with applicable Federal laws, regulations, and guidance
issued by agencies of the Federal Government.
SECTION 4. RESPONSIBILITIES/PROCEDURES.
.01 The Office of Comptroller, Financial Management
Division (BF2), shall be responsible for the development,
maintenance, and issuance of the NOAA Finance Handbook.
.02 The NOAA Finance Handbook shall be reviewed and
revised as necessary in order to maintain conformance
with applicable Federal laws, regulations, and guidance.
SECTION 5. EFFECT ON OTHER ISSUANCES.
None.
