PRINTING REPORTS EXTERNAL TO NOAA

SECTION 1. PURPOSE.

This Order establishes the responsibilities and reporting procedures for printing reports required by the Department of Commerce (DOC) and higher authorities.

SECTION 2. SCOPE.

The provisions of this Order apply to all organizational units of the National Oceanic and Atmospheric Administration (NOAA) that order, receive, and provide funding for publishing, printing, and related services.

SECTION 4. RESPONSIBILITIES.

.01 The Publications Coordinator within each Administrative Support Center (ASC) or the Printing and Visual Arts Branch (OA331) within the Office of Administration (OA) shall serve as the liaison between NOAA organizational units and the office requiring the report. Upon receipt of a specific requirement, the Publications Coordinator will issue supplemental guidelines and instructions on formatting the required information and due dates for feeder reports. The responsibility for the submission to the consolidating office of a complete and accurate report of printing activities will rest with the Assistant Administrator or designee within each major Staff or Line Office component. Reports, especially those required by the Office of Management and Budget (OMB) and the Joint Committee on Printing (JCP), are used to approve funding for subsequent years and provide a comprehensive review of NOAA's printing activities. The submission of professionally prepared and timely reports is extremely important.

.02 The consolidating office for some reports may be the Printing and Visual Arts Branch (OA331). In those instances the reports should be sent to Washington Science Center No. 5 (WSC-5), 6010 Executive Boulevard, Room 717, Rockville, Maryland 20852. For those reports not consolidated by OA331, a copy must be provided by the consolidating office for OA331 records.

SECTION 5. EXHIBIT.

Listed below are reports required each year. Reporting dates and procedures may vary with each report. Your servicing Publications Officer will provide instructions and guidance with each request for information.

SECTION 6. EFFECT ON OTHER ISSUANCES.

This Order supersedes NOAA Directives Manual 48-70, dated June 30, 1982; NOAA Circular 82-46, filed with NDM 48-14 and NOAA Circular 83-16, filed with NDM 48-14.
