RIDER REQUISITION SYSTEM

SECTION 1. PURPOSE.

This Order provides policy and procedures for ordering publications under the United States Government Printing Office (GPO) Rider Requisition System.

SECTION 2. SCOPE.

The provisions of this Order apply to all organizational units of the National Oceanic and Atmospheric Administration (NOAA) that place orders with the GPO for publications at the time of their initial printing.

SECTION 3. POLICY.

.01 The Rider Requisition System was established by the GPO to inform agencies of the Government of certain upcoming publications that may be of interest to their organizations and how they may be ordered at a reduced rate. The rider requisition procedures outlined in this Order are prescribed by NOAA and comply with GPO and Department of Commerce (DOC) procedures.

.02 The Office of Primary Interest is considered to be the program office most familiar with the subject matter to be ordered and most knowledgeable as to the overall requirements within the Office of Administration (OA) or an Administrative Support Center (ASC) for a particular publication.

SECTION 4. AUTHORITY.

With the issuance of this Order, the Publications Officer within the Printing and Visual Arts Branch, OA, and the servicing ASCs are authorized to establish the Office of Primary Interest inside their respective service areas for ordering publications under the Rider Requisition System.

SECTION 5. RESPONSIBILITIES/PROCEDURES.

.01 Upon notification of the availability of a publication, the Office of Primary Interest must canvass all affected NOAA components within their respective ASC or OA service area and submit a completed DOC Form CD-10, Publications Services, along with a distribution list to their servicing Publications Officer within the established deadline.

.02 The request will be processed by the Publications Officer and forwarded to the DOC for consolidation with requirements from other DOC bureaus prior to placing the order with the GPO.

.03 If the Office of Primary Interest fails to meet the specified date for an order, it will not be possible for NOAA to take advantage of the reduced price of a rider requisition. In such a case, the ASC Publications Officer will return the Form CD-10 and distribution list to the Office of Primary Interest.

The Office of Primary Interest shall then be responsible for obtaining the publications directly from the GPO Superintendent of Documents at the prevailing rate.

SECTION 5. EFFECT ON OTHER ISSUANCES.

This Order supersedes NOAA Directives Manual 48-55 dated March 5, 1982.
