SECTION
1. PURPOSE.
The
purpose of this Order is to provide NOAA specific
instructions for the implementation of Department of
Commerce Committee Management policy and procedures.

SECTION
3. COMMITTEE MANAGEMENT HANDBOOK.
The
Department of Commerce Committee Management Handbook,
hereafter referred to as the Handbook, is the medium
for issuing DOC uniform policy and procedures relating
to committee management. The Handbook contains sections
relating to the establishment and maintenance of advisory,
interagency and departmental committees. No advisory,
interagency, or departmental committee shall meet until
all the requirements set forth in the Handbook have
been met.
SECTION
4. DEFINITIONS.
.01 Act - means the Federal Advisory Committee Act,
as amended, 5 U.S.C. APP.2
.02 Advisory
Committee - subject to the Act means
any committee or other similar group, or any subcommittee
or other subgroup thereof, established by statute;
or established or utilized by the President; or any
agency official for the purpose of obtaining advice
or recommendations on issues or policies which are
within the scope of his or her responsibilities and
which has among its members one or more persons who
is not a full-time Federal officer or employee.
.03 Interagency
Committee - is a committee composed
solely of representatives of Federal agencies.
.04 Departmental
Committee - is a committee composed
of representatives of two or more of the principal
organizational elements of the Department, or a committee
serving a Department-wide purpose and composed solely
of DOC officers or employees.
SECTION
5. COMMITTEE LIAISON OFFICER.
.01
The Chief, Paperwork Management Branch (OA332), is
the NOAA Advisory Committee Liaison Officer, as
provided by Part 1, Chapter 3, of the Committee Management
Handbook.
SECTION
6. ESTABLISHMENT, RENEWAL OR TERMINATION OF COMMITTEES.
All
requests for the establishment, renewal or termination
of committees, as required by the Handbook, shall be
submitted to the NOAA Advisory Committee Liaison Officer.
SECTION
7. EFFECT ON OTHER ISSUANCES.
This Order supersedes NDM 06-02, Committee Management
Systems, dated 11-25-75.
