NOAA FLEET ALLOCATION COUNCIL

SECTION 1. PURPOSE.

.01 The purpose of this Order is to establish a NOAA Fleet Allocation Council (FAC) and to define its membership and functions.

.02 This revision designates the Deputy Under Secretary for Oceans and Atmosphere as the Chairperson of the Council and updates the Order to reflect the establishment of the Office of NOAA Corps Operations.

SECTION 2. ESTABLISHMENT AND FUNCTIONS.

.01 There is established a NOAA Fleet Allocation Council, hereafter referred to as the Council.

.02 The Council is the final authority within NOAA (with decision by the Under Secretary for Oceans and Atmosphere in case of a tie vote or the Council's referral for a particular policy matter) on matters regarding:

a. Allocation of operational NOAA and charter ship time to support NOAA's programs and missions.

b. Centralized management of the NOAA Fleet.

c. Maintenance, repair, and replacement of ships and major equipment thereon, together with funding responsibilities for these operations.

.03 The Council shall review proposals for ship operations presented by or through the user-representatives and/or other agencies, and will:

a. Establish relative priorities for the use of NOAA and charter ship resources.

b. Supervise the development of detailed ship schedules reflecting established priorities.

c. Approve all significant deviations (more than five (5) days) from approved schedules.

.04 The Council shall periodically review the efficiency with which the ships support NOAA or other agency programs and direct necessary actions to correct deficiencies.

SECTION 3. COUNCIL MEMBERSHIP AND PARTICIPANTS.

.01 Voting Members:
Deputy Under Secretary for Oceans and Atmosphere - Chairperson
Director, Office of NOAA Corps Operations
Assistant Administrator for Satellite and Information Services
Assistant Administrator for Weather Services
Assistant Administrator for Ocean Services and Coastal Zone Management
Assistant Administrator for Fisheries
Assistant Administrator for Oceanic and Atmospheric Research

.02 Executive Secretary:
Deputy Director, Office of NOAA Corps Operations

.03 Observers:
Comptroller
Director, Office of Administration
Director, National Data Buoy Center

.04 User-Representatives
The Assistant Administrators will designate a single user-representative (non-voting) to coordinate ship-use matters affecting research and/or operational programs within their respective organizations and to interact with the Council. The Assistant Administrators will notify the chairperson of their designations.

SECTION 4. MEETINGS OF THE COUNCIL.

.01 The Council shall meet at least twice annually at the call of the Chairperson.

.02 Council members unable to attend scheduled meetings will designate an alternate.

.03 At least four (4) voting members must be in attendance to constitute a quorum. In the absence of a quorum, emergency matters shall be referred directly to the Chairperson.

.04 Observers and user-representatives (or their designees) should attend all meetings.

.05 In the absence of the Chairperson, the duties shall devolve upon the other regular members in the order listed in subsection 3.01 above.

SECTION 5. EFFECT ON OTHER ISSUANCES.

This Order supersedes NAO 201-101, NOAA Fleet Allocation Council, dated May 5, 1988.
