In the summer of 1999, the Project Planning & Management Division, Eastern Region (PPMD) successfully completed a two-year planning, design, permitting and construction process for NOAA National Ocean Service Headquarters with the completion of an underwater Coral Reef Restoration Project in the Looe Key Management Area, Florida Keys National Marine Sanctuary. The challenging project involved the development and publishing of a Project Environmental Assessment, locating and securing the services of a qualified Marine Engineering firm to serve as the designer of the ultimate repair approach, accomplishing the design for the repair and securing Corps of Engineers approval, applying for and securing the myriad of agency approvals dealing with the waters of the United States and the State of Florida, advertising for and securing a competent Marine Contractor to accomplish the Construction and finally monitoring, inspecting and administering the actual Restoration Contract. The Project was completed ahead of schedule, slightly under budget and is now serving as "home" for a healthy transplanted Coral Community.

The Project Planning & Management Division's (PPMD's) experience as Design/Construction Manager for the successful Nation-wide National Weather Service Facilities Modernization Program (115 Weather Forecast Offices constructed in all 50 states and two U.S. Territories in 10 years) has resulted in a knowledgeable, seasoned, multi-disciplined staff of Architects/Engineers who can get the job done. Clients can trust the advice and recommendations of PPMD professionals (eight Registered Professional Engineers and two Registered Architects) as their Facility Projects are planned, designed and eventually constructed.

Accurate, reliable Project Construction Cost Estimates are a mainstay of a successful Facilities Program. Normally, Cost Estimates are prepared for a particular Facilities Project by the responsible design Architect Engineering firm under the supervision of the Project Planning and Management Division (PPMD) professional engineer. If the PPMD professional feels further cost estimating expertise (speciality work, regional variations, etc.) is required, additional Project Cost Estimating assistance is available through in-place GSA Architect Engineer contracts. After project bid opening, PPMD provides assistance to the contracting officer in the evaluation of contractor bids. This could be accomplished by in-house engineers or through collaboration with on-board Architect/Engineers.
